I'm port-tack against the bank, starboard tacks in front of me — can I hail for room?
No. Under Rule 10, port keeps clear of starboard — even pinned against an obstruction. The room-to-pass rules (Rule 19.2(b)) need both boats on the same tack or overlapped, and you're neither. Room to tack (Rule 20) doesn't apply on opposite tacks either. The starboard boat still has duties — she must tack cleanly (Rule 13), give you initial room when she takes right of way (Rule 15), and avoid contact if she can (Rule 14) — but she's not required to give you room to pass.
