Blue, on port, crossed too close in front of Yellow on starboard, and Yellow had to bear away. Blue took her penalty straight away: gybe, tack, gybe, then sailed off on starboard. Has she done her penalty?

No. Blue broke Rule 10 (port keeps clear of starboard), so she may take a Two-Turns Penalty. But Rule 44.2 says two turns in the same direction, each turn including one tack and one gybe. That is two tacks and two gybes. Blue did two gybes but only one tack, so she is not done and can be disqualified if Yellow protests. A quick check: two full turns always bring you back to the tack you started on. Blue started on port and finished on starboard. Keep turning until you are back on port, and count out loud.
